Used the grey relational and synergetic degree model of the compound system,
this paper uses the analysis of CRITIC and shows the synergetic measurement of Cross-Border
E-commerce and Cross-Border Logistics, with the data of the synergetic development of
Cross-Border E-commerce and Cross-Border Logistics to construct parameter index system, the
system of Cross-Border E-commerce and Cross-Border Logistics, it was established from 3
aspects respectively including development environment, ability, performance. The result shows
their systems have steadily developed, but their synergetic degree in the compound system has
fluctuated in the low level. Therefore, this article bases on the perspective of ecosystem and
combines with the global value chain governance theory, it puts forwards a series of measures and
suggestions, aiming to promote China’s Cross-Border E-commerce and Cross-Border Logistics to
be embedded from the strategy layer, function layer and business layer.
