As a vital element of language teaching, language assessment is a crucial issue to be solved eagerly in local universities, which plays an important role in enhancing the quality of language teaching and the effectiveness of language evaluation. So far, however, language assessment criterion of ESL(English as the Second Language) teaching has not been really formed in local universities. This essay takes ESL teaching of the local universities in Liaoning Province (in China) as an example to address the urgent demand of ESL talents training. In order to improve the competence of ESL talents in Liaoning Province, the old industrial base in Northeast China, which is on the way of the overall revitalization,the paper presents how ESL teachers in local universities conceptualize and implement language assessment for non-English major students. Predicated upon the analysis of ESL teaching and the present situation of language assessment in local universities, this article underscores the interaction between local universities and local organizations or corresponding industries, and puts forward the occupation (post)-oriented applicable criterion of language assessment in ESL teaching of local universities: the standard setting before ESL service; the standard validation in ESL service; the standard adjustment after ESL service.
