The debate on inclusive education is important in Pakistan today because the government is facing multiple challenges to meet its international obligations under the Convention on the Rights of Persons with Disabilities (UNCRPD) and similar treaties. The state of education in general in all provinces is very poor. Pakistan has the lowest literacy rates in South Asia. In the Human Development Index ranking of 2014 by UNDP, it falls in the low human development bracket, ranking at 146 out of 185 countries.

The report rightly points out that “when educational attainment is reduced, vulnerabilities are transmitted across generations by limiting children’s future learning and employment opportunities”.

However, the decades-old attitude of governments towards education in Pakistan does not take away the argument that children with disabilities have as much right as others without disabilities to attend mainstream schools. Despite contrary claims, only 4% of children with disabilities are able to go to any kind of schools. The rest 96% are losing all hopes to be integrated in schooling.

It is estimated that about four million children of school age (5-18 years old) are with disabilities in Pakistan. Less than 50 thousand of these children are in special and ordinary schools without much support. Where are the rest 3.95 million children with disabilities? Nowhere, is the simple answer. Unfortunately they are missing in all planning as none of the EFA plans has taken up this issue seriously so far.

Certainly they are "invisible children". But the fundamental question remains, can the dream of 100% enrolment of school age children come true without including this large segment of our population? It would be naive to think that any forceful executive order will push these children into schools. Unless we change the mindset of our public school, the dream of INCLUSIVE EDUCATION cannot be realized.

International Conference on Inclusive Education is the second international conference of its kind in Pakistan. The theme for ICIE 2017 is “Accommodating Diversity: Creating Enabling Educational Environment”. The Conference will offer the opportunity to explore what it takes to be inclusive in education and how can we include all in order to improve the quality of education. We hope this academic dialogue will pave the way for a new era in education.

Access and Equity in Education:

Children’s rights in education, access and equity, diversity and inclusion, challenges in equal participations in education, SDG’s for inclusive education, inclusive and supportive education.

Curriculum, Instruction and Assessment:

Achieving learning outcomes for all, alternative assessment for inclusion, inclusive classroom practices, pedagogy for inclusive classrooms: participation for all learners, reforming school curriculum for all learners, use of multi-sensory teaching materials for enhancing learning, inclusion early childhood education.

Teacher Education:

Reforming teacher education for inclusive education, changing foundations of education, human diversity as new dimension of foundation of education.

Community Participation and Collaboration:

Ensuring participation of community, parents and local education authorities for inclusion, collaboration for inclusion (government, NGO’s, regular school-special education school, regular-vocational education), equity and inclusion outside the school walls, collaborative practices and inclusion.

Employment and Work:

Creation of diverse and inclusive work environment: change considerations for developed and emerging markets, promoting diversity and ensuring equality at work: the role of state, sexual identity at work: implications for career outlooks and outcomes.

Innovative Practices and Technologies:

Building future education: inertias and innovations, contributions of virtual, digital, assistive technologies and educational resources equity and inclusion, innovative approaches to promote education for all.

Leadership, Management and Administration:

Inclusive leadership: theory and practice, developing inclusive education systems, success stories in inclusive education
