Citizens’ demand for safe quality life coupled with ever changing technology created constant demand for community improvement, risk management, and environmental protection, which in turn put pressure on energy, resources, and public service capabilities. How urban centers balance its needs for safety, life quality, and environmental sustainability while prove cost efficiency becomes a challenge more than ever.
