In present, the development of urbanization has gradually entered a new period of improving the quality of the stock. The equity of public service facilities in the built-up area of the city has become a serious issue of the urban development and construction in this new period. As an important category of urban public service facilities, the rationality of the distribution of educational facilities determines whether school-age people can access educational resources equally. To address the issues, the new standard of urban residential district planning and design puts forward new requirements for the allocation of educational facilities in community-life circle. In this paper, the accessibility and distribution of the educational facilities of the central urban area in Laibin was examined. In order to evaluate the accessibility of the educational facilities, a model based on the new standard and the walking distance was built, by adopting the GIS and big data analysis technologies. By testing the coverage rate of educational facilities, suggestions for optimizing the distribution of educational facilities in the central urban area of Laibin were proposed, for the aims at providing reference for the optimization of other public service facilities in Laibin under the new standard.
