Wuhan is a very important traditional manufacturing city in China. Under the green economic environment, the traditional manufacturing industry in Wuhan is faced with the problems of high input, high energy consumption and high pollution, so it is urgent to upgrade. This paper uses the method of Moore value measurement and the model of annual average change value of industrial structure to measure the speed of industrial upgrading, and uses the method of advance coefficient of industrial structure to measure the direction of industrial upgrading of traditional manufacturing industry in Wuhan. The measurement results show that the speed of upgrading of traditional manufacturing industry structure in Wuhan has been relatively fast, and there is a great difference between the developments of various industries of Wuhan’s traditional manufacturing industry. All these indicate that the industrial structure of traditional manufacturing industry in Wuhan has been continuously optimized, and the traditional industries in Wuhan have been upgraded in the direction of high added value, low energy consumption and low pollution.
