Abstract: Global trade in services is growing rapidly. The development of service trade are becoming one of the important indexes to measure the status of a country in the international division of labor and its ability to participate in international competition. Although the total import and export volume of China's service trade is increasing, the international competitiveness of China's service trade is relatively weak and the internal development of service trade is unbalanced. This series of problems reflects the lag of China's service trade management. Changes in trade management systems have become increasingly prominent in promoting trade. By analyzing the evolution process of China's service trade management system, this paper analyzes the management system and its characteristics of US service trade, and provides reference for further innovation of China's service trade management system in the "the Belt and Road Initiatives” strategic background, and further enhances the international competitiveness of China's service trade. This paper first discusses the status quo of China's service trade, and then combs and analyzes the US service trade management system and the evolution of China's service trade management system. Finally, based on the US service trade management system, this paper provide constructive suggestions for the innovation of China 's service trade management system under the background of " the Belt and Road Initiatives" strategy.
