Civil aviation transportation industry is a dynamic and open industry. Its internal operation factors and external environment factors are constantly changing. These changes always lead to some safety risks, which could trigger some unsafe events. Adopting scientific and effective methods in advance to carry out change risk management and effective risk control measures is meaningful to prevent unsafe events triggered by the implementation of change. Now, the research on change risk management is mainly focused on the industry of chemical and petrochemical, and the research on change risk management in civil aviation industry is relatively few.

The problems and deficiencies of change risk management in civil aviation service provider are analyzed. Through research and summary, the objects and contents of change risk management in civil aviation service provider are put forward according to the operation contents and main risks of civil aviation service provider. There are 6 types.
(1) Change in organizational structure and responsibility.
(2) Personnel change.
(3) Change in equipment, facility and material.
(4) New business and operation.
(5) Change in operation procedure and standard.
(6) Change in operation environment.

On the basis of above 6 types, 30 typical changes are given, which basically cover the typical safety related changes in civil aviation service provider. Due to the limited length of this abstract, the detail content is not listed.

The process and method of change risk management in civil aviation are established according to the operation characteristics and practical work of civil aviation service provider.

Step 1: System and job analysis. For a specific change, all relevant or affected work contents and workflows are identified.
Step 2: Hazard identification. For each workflow, the hazards those may be triggered by the implementation of change are identified from the aspects of procedure, responsibility, personnel, implementation, facility, supervision, environment and effect.
Step 3: Risk assessment. For each identified hazard, the likelihood, severity and risk acceptable level are assessed.
Step 4: Risk control. For each unacceptable hazard, the risk control measures are formulated and implemented according to its risk level to ensure that all risks are reduced to acceptable level before the implementation of change.
Step 5: Continuous risk monitoring. After the implementation of the change, the risks of all hazards are monitored continually to ensure that the change will not cause unsafe events.

Finally, take an airlines using A320 aircraft flying to a new airport as an example, change risk management is implemented. The example shows that the method is very practical.
