Health, security and food security are one of the global and national challenges in the context of sustainable development policies, especially those related to the presence of the government in fulfilling the right of the population to get healthy and quality food.   In this context, the blue food system has an important role as an inseparable part of the food systems. The Blue Food System (BFS) is defined as all of food systems derived from aquatic ecosystems that include a "from aquatic to aquatic" mindset where the origin and end of the food flow is the aquatic ecosystem.  As the largest archipelagic state, BFS plays important role in increasing the quality of human health of the nations including in the context of strengthening national free meals program especially for the coastal, marine and islands area which ecologically and socially more depending on the aquatic resources such as fisheries.  This study aims to develop BFS strategy for enhancing free meals program through internalizing BFS into the policy. Maximum Nutrition Yield (MNY) as a new instruments for BFS will be explored and analyzed as the key part of the BFS strategy followed by the institutional and stakeholders capacity gap analysis and finally we develop the strategy for internalizing BFS into local foods system using Biak Numfor Coastal Area as the case studies.
