Meeting the global demand for sustainable aquatic protein requires regional governance models that balance economic output with marine conservation. This paper outlines the "blue food" strategy of the Sabah Blue Economy Framework, focusing on the sustainable harvest of living marine resources through a phased, four-year roadmap (2025–2028). Initial implementation in 2025 emphasizes "blue-green" infrastructure, including Integrated Tuna Jetties and hybrid floating solar-seaweed farms. By 2026, the introduction of the Sabah Quality Accreditation Management system aims to elevate mariculture standards and international market access. Looking toward 2028, the framework integrates advanced technologies, including BioAqua platforms and artificial intelligence (AI), to maximize efficiency and ocean health monitoring. By synthesizing marine biotechnology with traditional fisheries management, Sabah provides a transferable model for regional maritime governance that reinforces food sovereignty and long-term ecosystem resilience.
