Beyond Conceptual Framing: An Operational Framework for Adaptive Management in Intertidal Social-Ecological Systems

Intertidal social-ecological systems (SES) are increasingly shaped by interacting pressures, driven by compounding climate extremes such as marine heatwaves and ocean acidification and expanding blue economy activities. Navigating the deep uncertainty and non-linear dynamics inherent in these coastal spaces requires moving away from conventional, sector-based management toward operational, iterative, and reflexive adaptive governance. This paper presents an operationalized framework designed to translate multi-dimensional social-ecological modeling into actionable, real-time management pathways. Moving beyond purely conceptual framing, we demonstrate the utility of this framework through empirical case studies of intertidal bivalve systems experiencing rapid environmental change. The framework explicitly links and balances five critical scales of system dynamics: (1) biophysical stressors, mapping localized shifts in temperature and acidity; (2) ecological cascades, tracking changes in population dynamics and interspecific relationships; (3) socioeconomic impacts on dependent fishers, regulatory agencies, and coastal communities; (4) cross-scale governance mechanisms regulating resource access; and (5) system feedbacks that amplify or dampen ecological and social shocks. By integrating participatory modeling and scenario-based planning, this approach embeds continuous learning and stakeholder negotiation directly into the resource management lifecycle. This collaborative architecture allows managers and resource users to co-evaluate multi-objective trade-offs, identify systemic leverage points, and adjust spatial and temporal tools responsively. Ultimately, this work offers transferable, scalable principles for building flexible, equity-focused governance arrangements capable of sustaining critical ecosystem functions in partnership with the communities that depend on them.
