Marine and coastal ecosystems are increasingly shaped by interacting pressures including climate change, coastal development, resource exploitation and the rapid expansion of the blue economy. Responding to these pressures requires governance frameworks that recognise uncertainty, integrate diverse knowledge systems and adapt as new scientific information emerges. Ecosystem-based management (EBM) provides such a framework, balancing environmental, social and economic objectives while maintaining the resilience of marine ecosystems.
Drawing on more than two decades of practical experience in the United Arab Emirates and the Kingdom of Saudi Arabia, this presentation examines how adaptive ecosystem-based management has been translated from scientific theory into operational practice. Case studies span fisheries management, marine protected areas, habitat restoration, climate change adaptation, environmental impact assessment, marine spatial planning, biodiversity conservation and strategic coastal development. Set within the Arabian Gulf—the world's hottest sea—these examples illustrate how adaptive ecosystem-based management is being applied in one of the planet's most environmentally challenging and rapidly developing marine regions.
The presentation demonstrates how adaptive management depends upon continual learning. Scientific monitoring informs management decisions, while iterative assessment enables policies and management actions to evolve as ecological understanding improves and environmental conditions change. Equally important is integrating ecological science with socioeconomic considerations, recognising that successful marine management depends upon understanding the communities, industries and governments that rely upon healthy marine ecosystems.
Examples include balancing fisheries sustainability with socioeconomic outcomes, incorporating biodiversity conservation into large-scale coastal developments, protecting and enhancing critical habitats while accommodating economic growth, and applying marine spatial planning to reduce user conflicts while improving ecosystem resilience. Across these examples, stakeholder engagement, interdisciplinary collaboration and transparent decision-making have proven to be just as important as scientific excellence in delivering durable, evidence-based management outcomes. Together, they demonstrate that adaptive management is most effective when ecological science, socioeconomic considerations and governance evolve in parallel through continual learning and collaboration.
The presentation also reflects on the realities of implementing adaptive management. Institutional inertia, competing policy priorities, fragmented governance, limited data and increasing climate uncertainty all present significant challenges. Yet experience demonstrates that adaptive management is not defined by perfect information, but by establishing governance systems capable of learning, responding and improving over time.
These practical experiences provide transferable lessons for marine managers working in rapidly developing coastal regions worldwide. They demonstrate that ecosystem-based management is not a static framework but an ongoing process that integrates science, policy and socioeconomic understanding to support resilient oceans and sustainable blue economies. By moving beyond theory to practical application, the presentation contributes operational insights relevant to the UN Decade of Ocean Science for Sustainable Development and to the growing international effort to build adaptive governance capable of responding to an increasingly dynamic ocean.
