Safety Analysis of Low-Altitude UAV Logistics Systems Driven by STPA-AHP from an STS Perspective

摘要
The rapid advancement of low-altitude unmanned aerial vehicle (UAV) logistics systems has intensified the need for systematic solutions to address safety challenges in complex urban environments. This paper proposes an integrated safety analysis method that uses System-Thertic Process Analysis (STPA) to establish a layered control structure model to systematically capture the unsafe control actions (UCAs) of urban low-altitude UAV logistics systems and constructs a layered control structure through Systems Modeling Language (SysML) formal modeling. Finally, it uses Analytic Hierarchy Process (AHP) to quantify and evaluate the risk priorities of UCAs. The case analysis demonstrates the advantages of the integrated method in this paper for safety analysis of complex socio-technical systems, providing systematic methodological support for the safety design and management of low-altitude UAV logistics systems, aiding in dynamic risk management and the formulation of safety strategies.
