- As the digital divide between different countries is deepening from an information divide to a more profound governance barrier, how to break the deadlock between digital economy and cross-border data security coordination has become a global issue. The comprehensive governance mechanism for the full process of data sharing and flow can ensure data security and provide infrastructure support for breaking down data barriers and bridging the digital divide. However, there are a series of problems in the process of cross-border data governance, such as a lack of operability, insufficient incentive mechanisms, difficulty in maintaining the sharing platform, etc. At the same time, data cross-border has the characteristics of large volume, high value density, high time-sensitivity and trust requirements, need to be preserved and traced for a long time, and involve national security. Cross-border data governance should be based on the goal of achieving efficient flow and utilization of data, cross-department, cross-regional and cross-system data coordination, establishing a new trust mechanism, building a long-term trusted traceability mechanism, and hierarchical classification management. Blockchain technology provides the possibility of building a cross-border data trust system and improving the marketization of cross-border data allocation. The incentive mechanism based on blockchain smart contracts and other technologies can effectively stimulate innovative vitality and achieve efficient data sharing across departments, regions, and systems. As a distributed ledger technology, blockchain naturally records the process of data flow. Its chain structure and consensus mechanism ensure the trusted storage of data on the chain, effectively supporting the trusted flow and long-term preservation of cross-border data. Based on multi-chain and cross-chain technologies, data can be "chain sharing, classified management, and hierarchical empowerment", realizing the hierarchical and classified management of cross-border data. This study will build a game model to analyze the interest game under the combined action of various factors, and explore the cross-border data governance strategy based on blockchain technology.
