With the change of water control concept, the conservation and intensive utilization of water resources in the Yellow River has put forward higher requirements for the research and innovation of quota management.As an important link of quota management, water quota evaluation is of great significance for guiding the systemand application of water quota.In accordance with the technical requirements of the Ministry of Water Resources and the revision period of the water quota of relevant provinces and regions, the Yellow River Conservancy Commission of the Ministry of Water Resources completed a survey on the water quota of relevant provinces in 2015,and2016 the comprehensive assessment of the water quota in the six provinces of the Yellow River basin was completed for the first time. Since 2017, the water quota assessment of six provinces was completed successively, and the rectification opinions of "one province, one order" were put forward, and officially issued to relevant provinces and regions to guide the revision of water quota.A third round of evaluation was conducted in 2020.In order to implement the Compendium of the ecological protection and high-quality development plan of the Yellow River Basin, to guide the quota evaluation work in the next stage.On the basis of the investigation on the compilation, revision and implementation of the current water quota standards at the provincial level, according to the characteristics of water resources development and utilization, industrial structure and industrial water use in the provincial administrative region,and collect the actual water use data of major water use departments of various industries in recent years and relevant technical reports of water quota, combined with the relevant policies of water quota evaluation, systematically summarize the results from the aspects of evaluation content and evaluation effect, and analyze the existing problems.From the perspective of conservation and intensive utilization of water resources in the Yellow River basin, the strong supervision measures to strengthen the evaluation of water quota,it mainly includes: improving the technical requirements of quota evaluation, constructing the water quota evaluation index system, innovating the comprehensive evaluation methods, quantitative evaluation conclusions, and using the standardization and standardization of water quota evaluation，In order to provide a scientific basis for improving the water quota evaluation system and improving the accuracy of the evaluation conclusion and decision.
