Water conservancy informatization is an important component of smart water conservancy construction and an important implementation path to promote high-quality development of water conservancy in the new stage. At present, the level of informatization and intelligence in the field of flood control and rescue is still relatively low, and there is relatively little research and application related to it. Therefore, this article delves into the development concept and ideas of flood control and emergency rescue in the Yangtze River Basin and its key technologies. Focusing on new technologies, methods, materials, and processes, a full chain and integrated flood control and emergency rescue intelligent system is proposed, which focuses on monitoring and detecting hidden dangers in embankments, emergency decision-making, and new materials and processes for emergency sealing. The aim is to provide constructive handling ideas for early warning and maintenance of flood control sections in the basin in the future.
