The water shortage problem in northern China is a widely recognized consensus. This article creatively proposes to relocate the second phase East Line of the South to North Water Diversion project to the east a little, forms a large flow water transmission channel along the coastlines of Jiangsu and Shandong, and a network for water transfer with the current East and Middle Line, as well as the Yellow River, Hai River, Luan River, and Liao River, achieving a water transfer capacity of 50 billion m³/ A and above. The environmental impact of the project is the most important problem, especially the impact on mudflat resources, biological communities, the sensitive ecological protection areas, salt tide and ecological environment in the Yangtze River Estuary, etc. This article systematically identifies the key elements and factors affecting the environment during the construction and operation of water transmission channel, establishes a state-pressure-response model for the environmental impact of channel construction, evaluates and analyzes the impact during the construction and operation. A series of control countermeasures have been formed by innovatively proposing mudflat occupation compensation balance technology, smart water transfer technology, combined with trenchless, biological corridor construction, etc. The paper shows that the proportion of mudflat resources occupied by the water transfer channel is small, and the environmental impact is relatively weak; After taking appropriate protection and compensation balance measures, the range of mudflat resources and ecological protection areas along the line will increase rather than decrease, and the agriculture, forestry, marine ecology and regional environment along the line will be greatly improved; Based on real-time online detection of the flow rate and the salinity of fresh water of the Yangtze River at the estuary, intelligent water regulation can also achieve excellent control over the ecological environment of the Yangtze River. On the other hand, in order to prevent pollution caused by natural rivers on the water transfer pathway, the south to the North Water Diversion Project adopts a vertical interchange with the existing river channel, and from the perspective of environmental impact, the project has a good suitability. The second phase of the East Line fully utilizes the current water transmission engineering and natural water systems, with strong water transmission capacity, low construction and operation costs, wide service scopes, short construction period, and high integration degree. It has extremely important strategic significance for fundamentally solving the water shortage problem in northern China.
