In recent years, China's PPP model has developed rapidly, but at the same time, it has encountered some challenges, the most prominent of which is how to effectively allocate risks between the government and enterprises in PPP projects. Under the condition of complete information, this paper analyzes the risk allocation of PPP project by using bargaining dynamic game model, mainly considering the unequal position of government and enterprise and the different bidding order of government and enterprise, and obtains the corresponding sub game Nash equilibrium solution, which provides certain decision basis for risk allocation.
