The "two-step" strategic planning for China's transportation industry puts forward new requirements for the development of China's transportation industry, which makes the financing demand for transportation infrastructure more vigorous. However, with the continuous release of financial regulatory policies, policies related to the reform of infrastructure investment and financing system, and PPP related normative documents, China's transportation investment and financing field has undergone tremendous changes and is facing various challenges. Traffic industry must innovate investment and financing mode, seek new financing strategy from the current condition, can accomplish the strategic goal of traffic powerhouse. Investment and financing innovation should focus on the following key links: first, distinguish the project attributes, reasonable choice of investment and financing model; Second, innovate financing concept and build diversified financing channels; Third, reduce the industry debt, prevention and control of financial risks; Fourth, accelerate the transformation of government functions and deepen reform.
