Abstract: The PPP model has invigorated the social stock capital, alleviated the contradiction between the insufficient supply of infrastructure and the shortage of government financial funds, and the local government has become an important means to relieve the financial pressure by using PPP to carry out the construction of highway projects. However, more complex and diversified risks have been exposed during the vigorous development of PPP. This paper summarizes domestic and foreign scholars' risk studies on the PPP project of the highway, and makes a quantitative analysis of the risk of the highway under PPP investment and financing with the grey correlation degree, in order to explore a more reasonable mechanism of power and responsibility distribution and risk sharing, and promote the sustainable development of the PPP project.
