The Recent Development of Pavement Management for Road Maintenance: Equipment, Software and Standard

摘要
Pavement management systems (PMS) have been developed and implemented widely by road maintenance agencies and highway authorities around the world in the past decades. China initiated its work in this area in 1984 following the implementation of a highway pavement evaluation and management system which is originally from the UK for developing countries and has established a compressive system from data collection to results visualization for assistant decision-making in road asset management. This paper describes the application of the decision making procedures adopted by highway authorities and recent development in the areas of data collection equipment, information software and national standard. A pavement condition survey equipment is typically capable to collect information include: pavement surface images which are used for distress identification, international roughness index (IRI), rutting depth (RD), front view image and GPS information. Recently a series of multi-functional equipment based on 3D radar and point-cloud technologies have been developed and used in automated highway condition survey area. With the guidance and support of Ministry of Transport PRC, a series of national wide technical specification and administrative policy were constituted with an extensive coverage of equipment, information software, road condition evaluation and maintenance project construction. Each year provincial and national level road condition monitoring programs were conducted, thereby improving the accuracy of determination of maintenance project plan and management process at different level administration bureaus.
