In order to improve the service efficiency of road traffic management in public security department in China, the way that fit on practice for administrative service was studied, with the basis of big data development in road traffic management. Firstly, the circumstances that the development of road traffic management, the improvement of demands for the people, and the deficiency of traffic police force, was analyzed deeply with the method of big data in recent years. And then, the model for the reform of traffic management administrative service, include four kinds of factors: legislation, system and mechanism, authority control, and technical support, was established. It was found that, the legislation is the primary factor, the system and mechanism is a key-restrict factor, the authority control is the fundamental factors, and the technical support is the guarantee factor in the reform. Thirdly, four pieces of suggestion was put forward, that is: the simplification of government power, reduction of supporting documents for serving the people, exerting social enterprise role in administrative service, and strengthen technical support. Finally, the reform case in the area of road traffic management in public security department was given, so that the reform method was suitable and the reform achievement was significant.
