Nowadays, with the development and combination of transportation, tourism and culture, tourist highway construction has especially advantageous opportunities to develop, such as positive government policies, enormous highway infrastructure investment. However, most of the existing researches of tourist highway plan concerned with small scale of single highway route layout, and it was necessary to strengthen the macroscale researches for the lack of highway network plan. Based on the node importance analysis method which was generally used for highway layout planning, a provincially regional tourist highway network plan method which considering the factors of local tourism resources value was approached. Firstly, the nodes which contained tourist resources was analyzed and classified, and a preliminary tourist highway network was formed by the node importance method. In addition, the conditions of the tourist resources which contained natural and human landscapes (for example, topography, geomorphology, rivers, lakes, biology, vegetation, history, culture, ethnic, etc.) in the study area along the preliminary tourist highway network were analyzed on the basis of GIS technology. Then, the optimal and feasible scheme of the tourist highway network was formed and evaluated. Taking the Yunnan provincially regional tourist highway network plan as an example, the scheme which considering the varied and special tourist resources was formed based on the approach mentioned above. Above all, this approach was reasonable and rational, and provided a new direction for the planning of provincially regional tourist highway in China.
