Rational travel mode structure is the key of relieving urban traffic congestion and realizing urban green traffic. The formation of rational travel mode structure ultimately depends on traveler travel mode choice. How to make traveler to choose travel mode according to the expected rational travel mode structure from the angle of traveler acceptance level is the formation key of rational travel mode structure. Traveler travel mode choice depends on the mutual comparative travel service level among different travel mode. The mutual comparative travel service level among different travel mode mainly depends on travel space-time resource allocation. The method of travel space-time resource allocation based on traveler acceptance level is studied by travel intervention and self-organization theory. The relationship between travel space-time resource allocation and travel mode structure is analyzed. The formation mechanism of rational travel mode structure is clear, which provides theoretical foundation for how to determine and form rational travel mode structure. It also provides the effective method for travel mode structure optimization during urban planning and traffic planning.
