Abstract Comprehensive transport of passenger structure reflects the characteristics and development direction of the passenger transport system, and reflects the requirements of regional economic and social development for passenger transport.This paper drew on the development law of international passenger transport structure, comprehensively considered the regional development strategy, and proposed the passenger transport structure configuration model based on sustainable development from the perspective of construction investment, energy consumption, land use and environmental carrying capacity, and used this model to study passenger structure configuration in Shaanxi Province, and based on this, the status quo and development trend of China's comprehensive transport passenger transport structure are analyzed. Analysis result shows that the proportion of passenger transport of high-speed railways has increased significantly in 2030, the proportion of passengers on ordinary railways has decreased, and the proportion of passengers on inter-city railways accounts for a large proportion, which means that intercity rail transit meets the needs of urban intercity passenger transport and is sustainable.It should be planned for development in the coming years.
