In recent years, with the increasing pressure of bus financial subsidy, in order to alleviate the financial pressure and ensure the public transport service quality, cities had successively introduced and implemented urban public transport financial subsidy policies. Starting with the subsidy policy of urban public transport, this paper constructs the evaluation methods of the policy design conformity and applicability, the public transport service level and operation efficiency after the policy implementation, the use efficiency of public transport funds. Taking Qingdao as an example, this paper evaluates the rationality and advancement of the public transport fiscal subsidy policy design, analyses the improvement of the service level and the transportation organization efficiency after the policy implemented in Qingdao, and evaluates the evaluation of the enterprise operation service. Finally, it studies the increase level and reasons of bus operating costs and financial subsidies after the policy implementation. The research results construct a systematic and comprehensive evaluation method of public transport financial subsidy policy, which provides technical support for the policies formulation and evaluation of other cities.
