In 2011, registering plate lottery policy to restrict the purchase of motor vehicles was implemented in Beijing. Without participation cost, almost all citizens entitled are involved in the drawn lot for a quota of the vehicle purchase. As a result, the winning rate continues to decrease, so that the people with rigid vehicle demand cannot obtain the chance of vehicle purchase. In this paper, we put forward to increase the participation cost of citizens in the lottery by setting the lottery security deposit, and then carry out the demand management of the citizens. In this paper, the data of the RP/SP survey is used to construct the disaggregate model to explore the ways and possibilities of restraining the enthusiasm of people to participate in the lottery by setting the lottery security deposit. The result shows that setting the lottery security deposit can effectively restrain the willingness of the public to participate in the lottery.
