With the rapid development of big data, cloud computing, artificial intelligence and other technologies, “data brain” has emerged. “Data brain” brings new ideas and development directions for traffic management. Under the guidance of policies, traffic management departments have built and applied "data brains". However, due to the lack of top-level design and unified guidance, there are problems such as unclear demand, imperfect function and unreasonable construction in the process of construction and application. Traffic management benefits of “data brain” are far from the expected. Focusing on traffic management and service needs, this paper puts forward a scientific assessment method to evaluate the "data brain" ability. The scientific evaluation method will lead the national traffic management "data brain" healthy development and improve application efficiency.
