Now most researches on road externality only focus on traffic congestion, omitting the human exposure to air pollution. As travelers’ health awareness improve, it is necessary to take the health cost of on-road air pollution exposure into consideration as a part of marginal cost. This paper proposes a road pricing method that considers the externalities of congestion and human exposure to vehicle exhaust pollution, and analyzes the total travel time, travel exposure and road price during UE and SO respectively. The research results show that this pricing method effectively can alleviate the road congestion, shorten the travel time of travelers, reduce their total exposure on the road, and increase the total road revenue. After sensitivity analysis of the parameters, it is found that road charges can be cancelled when travelers choose ride share.
