Reassigning Storage Space for Disruptions in Truck Appointment at Container Terminals

In the container terminal yard with the truck appointment system (TAS) , it often occurs that the outbound containers does not arrive punctually according to the TAS. During the operation of collecting containers in container terminals, the arrival sequence of outbound containers is often not matched that of the TAS. In order to address this problem, based on disruption management theory, truck appointment and terminal scheduling method, we can change the location of the outbound containers in order to mitigate the influence of disruptions. The problem can be summarized as how to re-stack the outbound containers when the disruptions occurs. Therefore we can mitigate the disruptions’ impact of the entire terminal system. Under the corresponding practical constraints, a multi-objective programming function with the minimum amount of the rehandling, the minimum moving distance of the yard crane and the minimum waiting time of the truck is established. NSGA II can be used to solve this multi-objective NP-hard problem. Numerical experiments would show the effectiveness of the model and algorithm. Results analysis contains the effect of truck lateness, crane inputs, and density of container stacks.
