Mobile phone use during driving is gradually becoming an important cause of road traffic accident. In order to deeply explore the formation factors of the driver's mobile phone use during driving, based on the perspective of psychology, we introduced driver behavior, road environment and risk-aware into the theory of planned behavior, the Bayesian structural equation model (Bayesian-SEM) of using mobile phones during driving was constructed based on Ex-TPB to analyze the relationship and utility of influencing factors, using the 423 questionnaire datas of the drivers as the sample datas to analyze and evaluate the model, then compared the parameter estimation results of traditional estimation method on SEM with the method in this research. The results show that the model constructed in this paper has higher predictive ability and explanatory validity for psychological causes of behavior in the case of small samples; behavioral habit has the greatest influence on behavioral intention, and the normalized weight influence coefficient is 0.238, behavioral habit has a great influence on the road environment and risk perception，the impact coefficients are 0.307 and 0.235 respectively. Perceptual behavior control, attitude and subjective norm have significant influence on the behavior intention of using mobile phones during driving. The study improves our understanding of why drivers use their mobile phones while driving by psychogenic analysis, the findings from this study can provide a new idea to formulate scientific traffic safety management measures.
