The distribution of the vehicle speed directly affects the safety level on freeway, therefore it is important to study the distribution characteristics of vehicle speed for the freeway traffic safety. Based on the factors which influence the vehicle speed distribution, the paper made a reasonable survey to measure the speed of hybrid vehicles on the general sections and sub confluence of the freeway. Statistical description and Logistic regression analysis were used to explore the relationship between vehicle speed distribution characteristics and influencing factors, which showed that the main determinants were the location and weather factors. Finally, the probability of selecting the speed ranges for different vehicle modes under some specific situations were calculated based on the Logistic regression and then some speed limit methods will be proposed.
