Emergency Material Scheduling Considering Victims’ Psychological Perception

In order to ensure that emergency material scheduling (EMS) meet the psychological needs of the victims to the greatest extent, as well as the minimum distribution time and fairness, this paper proposes an EMS method that considers the psychological perception of the victims. Firstly, it analyzes the influencing factors of the psychological perception of the victims, including the degree of damage and the individual characteristics psychological perception factors such as the cultural level of the victims, the type and structure of the housing and the disaster experience. Then, an optimization model of EMS is constructed, which takes into account the psychological perception of victims and aims at the shortest time and the greatest fairness. To avoid the shortcomings of standard genetic algorithm (SGA), a multi-selection genetic algorithm is designed to solve the model. Finally, the case of Yushu earthquake in China is selected to verify the feasibility of the model and proposed algorithm. The results show that compared with the SGA, the designed multi-selection genetic algorithm has better average optimization objective value, less average iteration times and stronger searching capability. Compared with the traditional efficiency-fairness scheduling model, the material scheduling scheme obtained in our study takes into account the impact of psychological perception on EMS and finds that for disaster areas with higher psychological perception, the material satisfaction is also higher, which makes the EMS method more scientific and practical.
