摘要
Non-Truck Operation Carrier (NTOCC) is the integration and innovation of mobile internet technology and freight logistics. It refers to the freight operator that rely on internet technology to build logistics information platform for integrating scattered logistics resources, and entrusting the actual carrier to complete freight transport mission. As NTOCC is still a new thing in China, developments, operating requirements and Capability assessment still has not been detailedly researched, but we has been established operation monitoring system of NTOCC, we have many logistics information, such as origin-destination , fare , vehicle type, the volume of freight transport, rotation volume of freight transport of all NTOCC in China. We can make big data analysis based on massive data source.So the purpose of this paper is three aspects , on the one hand, it is to analysis the developments of NTOCC, such as transportation scale, resource integration, cargo structure, market concentration, logistics corridor, viscosity index of driver and platform, calculation numerical value of the cost reduction and efficiency increase of logistics. On the other hand, it is to establish the index system of capability assessment for NTOCC, arounding operating efficiency, service quality, safe operation, application of information technology, value-added service. The paper will establish the assessment model based on massive data source, formulate credit evaluation system of all NTOCC. The third aspect is to summarize Operation mode, such as " logistics station+ NTOCC ", " multimodal transport ++ NTOCC ", " e-commerce + NTOCC ".
