In this paper,we use DID estimation method to examine a causal relationship between the promulgation of national distribution planning of circulation nodes and logistics productivity.Exploiting a panel dataset on 285 prefecture-level cities in China from 2009 to 2017, we found that the promulgation of policies has a significant positive impact on logistics productivity which contributes up to 12.6%. The conclusion can pass a series of robustness tests.Mechanism analysis shows that the enhancement of human capital level plays an obvious role in logistics productivity under the background of policy.
