Faced with the grim trend of China's urban transportation carbon emissions, green low-carbon travel has become an urgent focus. The comprehensive transportation system of the central and western cities still has a lot of room for development. Through the calculation and planning of carbon emissions, it has great reference value for the planning and construction of the future transportation system of the central and western cities. Taking Xi'an as an example, this paper uses the IPCC “bottom-up” method to construct a low-carbon transportation model, and combines the actual situation of Xi'an to measure the changes in carbon emissions of various modes of transportation in the past five years. The results show that in the past five years, the carbon emissions of traffic in Xi'an have continued to rise, and the composition of carbon sources has changed. The proportion of carbon emissions from taxis, private cars and rail transit has increased, but carbon emissions due to different loading factors. Efficiency is different. Therefore, this paper believes that the key to controlling carbon emissions in the central and western cities in the future is to control the proportion of private cars and taxis, support the development of public transportation, and give corresponding policy recommendations.
