Overall evaluation and regional differences of green transformation development: Analysis based on "three-dimensional integrated " driving model

 Green transformation development (GTD) has become an inevitable choice for realizing the coordinated progress of economy and environment. This development model has been going on for some time, and its process, obstacles and experiences are worth exploring. In this study, taking the three-dimensional participants of “government-enterprise-residents” as the framework, a GTD evaluation indicator system was constructed. Based on the provincial panel data from 2006 to 2019, the regional structure and general trend of China's green transformation and development were systematically analyzed by using the vertical-and-horizontal scatter degree method, the global entropy weight -TOPSIS- grey relational analysis method and the preferring present to past normalization method. The results showed that: (1) In 2006-2019, China's overall and four major regions' GTD indexes showed an overall growth trend, but the growth rate gradually slowed down after 2013. The eastern region had the highest composite index, followed by the central and northeastern regions, and the western region had the lowest. (2) The contribution values of the three sub-dimensions to GTD were ranked as follows: governments environmental governance > enterprises green production > residents green consumption. Residents green consumption dimension has a greater potential for improvement. (3) The evaluation scores of governments environmental governance and enterprises green production were high and both showed a slow growth trend, which played a major part in supporting the improvement of GTD. However, the evaluation scores of resident green consumption were low and generally in a rapid downward trend, which seriously restricted the GTD process. Finally, the recommendations were put forward according to results.
