摘 要
在经济飞速发展的今天,由于能源供应十分紧张,世界能源结果也在发生着重大的转变,即化石能源向可再生能源为基础的可持续能源进行转变。煤和石油等化石能源的利用带来了严重的环境污染,而风能等新能源因其可再生性、绿色性等优点受到人们的青睐,近几十年来,不管是在理论研究还是在应用方面都取得了巨大的进步,风能发电的技术也开始慢慢的完善,成为化石能源的有益补充。风能发电的大规模发展,除与自身技术发展有关外,更与国家政策及其自身成本密切相关。
本文在介绍国家有关风能发电政策及规划基础上,详细计算了风能发电的投资和运行成本,并且在考虑对环境影响的条件下与火力发电运行成本进行了对比,发现在不考虑风能间歇性的条件下,风能发电要比耗煤发电更具有经济性和竞争力,本文对山东省的风能发电情况也进行了调研,并对风能发电当前存在的问题及未来发展进行了论述及分析。本文结论可为人们更好的认识风能发电提供一定的参考。

ABSTRACT
Due to today's rapid economic development, and the very tight energy supplies, the world's energy results are also undergoing significant changes, namely fossil fuels to renewable energy-based sustainable energy sources change. The use of the coal and oil and other fossil fuels has brought serious environmental pollution, wind and other new energy sources because of their renewable, green and other advantages gain the favor of people. In recent decades, both in theory and in the applications have made great progress, wind energy technologies have begun to improve, becoming a useful supplement fossil fuels. Large-scale development of wind power, in addition to its own technical and development-related, also closely related to the national policy and its own costs.
This paper describes the policy of the wind power and the planning on the basis of the relevant country, detailed calculation of the investment and operating costs of wind power generation. In considering of the environmental impact of conditions operating costs, we found that irrespective of intermittent wind energy conditions, wind power generation more economical and competitive than coal. In this paper, the case of wind power in Shandong Province also conducted an investigation, and the wind power generation current problems and future development are discussed and analyzed. This article provides some references to a better understanding of wind power.
